Entrepreneurs Breakout Session 2: 

Government Contracting

Federal, State, and Local Government procurement is the largest target market in the world. Last year, the U.S. government spent $120 Billion with small businesses alone.The question is usually not “Does the government buy what you are selling?”…it is more “Can you be competitive enough and determined enough to position your business to win government contracts?”. If you think you can be competitive, then government contracting may be a good growth opportunity for your business.

 

This session will provide you with an overview of SBA programs and designations that can be beneficial in obtaining government contracts. Furthermore, you will learn what types of assistance there are available to those who are looking to get started.

 
Presenter Details:

Robyn Young has been with the Northwest PA Commission Procurement Technical Assistance Center (PTAC) in Oil City, PA since 2012 and began as a Government Contracting Specialist. In March of 2017, Robyn was promoted to PTAC Program Manager Position. She manages a staff of two. Robyn is also a member of a national organization referred to as the Association of Procurement Technical Assistance Centers (APTAC). She was elected to serve as Regional 3 Director in the Spring of 2019, at the National Conference in Reno, NV. As Region 3 Director, she represents 4 states; PA, OH, MD and WV on the national board.

 

The PTAC program is a DoD funded program that is administrated by the Defense Logistics Agency. The program is designed to increase the number of vendors capable of bidding on government contracts. In this position, Robyn provides free technical assistance, information, resources, marketing tips, etc. to businesses wanting to do business with federal, state, and local governments. She also conducts training seminars and webinars on contracting issues such as DFARS Cybersecurity, Effective Capability Statements, Federal Proposal Development and much more.

Marisa Fentzel has accomplished much during her 28-year career with the U.S. Small Business Administration, from processing small business loans to assisting disaster victims for Hurricane Katrina. Currently serving as a business opportunity specialist, Fentzel now is responsible for managing a diverse portfolio of small businesses -- assisting them in pursuing government contracts and training.  

 

Fentzel routinely processes complex 8(a) mentor protégé/joint venture agreements while serving as the district’s point-of-contact for all federal contracting queries.  She regularly lends her expertise to monthly chats, webinars and contracting workshops, all designed to ensure small businesses can compete in the billion-dollar federal contracting marketplace via SBA’s programs.

 

Through personal visits and events, she trains prime contractors and federal agencies, helping ensure small business growth throughout the district’s 27-county footprint.

 

Marisa graduated from the University of Pittsburgh with a bachelor’s degree in business administration and a concentration in accounting.
